Killing this character: There'd better be a damn good reason. Actually, just don't. Contact me first if you must.
Using telepathy/mind reading abilities on this character: You can try, but it may not necessarily work. If he has access to his full treasury he has Noble Phantasms that protect him from anything invasive, and if you're trying to telepathically influence him, beware that his ego is so large you'll not only probably bounce off, he'll happily turn your shenanigans on you and try to take over your mind instead.
